The CIAPS International Master in Public Policy and Development is an intensive one-year programme aimed at graduates who wish to build a career in the analysis and management of national and international policies. The programme’s ultimate aim is to help create a new generation of competent and fully aware analysts and policy makers. Researchers and trainers who wish to advance their understanding of public government are also encouraged to participate.
It is a hands-on innovative and dynamic programme that focuses on the strategic components of the national and international governance. Participants in this programme will explore the key elements related to conception, essence and ethics of national and international institutions, their methods of operating in theory and practice. Key modules will include Budgeting and Public Expenditure Analysis, Public finance and Fiscal policies, Public and International law, Political Philosophy, Macroeconomics, History of Institutions, Diplomacy, Corruption and Accountability, Political communication.
Much emphasis will be placed on comparative studies of policies and institutions in developing countries and advanced democracies.
Graduates from this course will leave CIAPS with a clear understanding of the essential features of various types of past and contemporary organisations throughout the world. During the programme each student will experience different roles and projects within public and non-governmental organisations.
We have over twenty partners, including Local Government Authorities and international organisations, who provide essential work placements for our students, ensuring each learner has a variety of opportunities to combine the theoretical components of the classroom and the practical elements of the workplace.
This programme will require travelling, and part of the programme will take place abroad; it is therefore advisable that candidates consider their willingness and ability to travel during the programme before enrolling.

Registration fee is 100 USD (N35,000 Naira).
Applicants for this course should have a first degree (Bachelors degree) or equivalent. Having a good grade is a major advantage. Applicants without such qualifications may apply but their applications will be subject to a more complex process, and they will be required to demonstrate their ability to successfully follow the programme. In all cases applicants will be tested by CIAPS through written assessments and verbal interview. Applicants will be deemed successful only if they are judged to possess a good mix of:

Participants in this course will be required to combine practice in real workplace situations with learning in our Centre. CIAPS classes will take place as set out in the timetable, and attendance is an important part of the assessment. Each module will have a formative and summative assessment, and these assessments will be written or verbal and based on observations. Practical sessions will take place in the agreed organisations, and performance in these organisations will be evaluated based on written assessments, reports from the organisation and observation by CIAPS examiners.
As a fundamental part of learning, CIAPS offers its students the very best practices. We strongly encourage our students to participate in international programmes which will enable them to gain global experience by working and collaborating with their peers throughout the world. Part of this course will take place abroad, and students are advised to consider their ability to travel for a short period during their programme.
We place a lot of emphasis on research, both empirical and theoretical. Our faculty members are continuously engaged in research related to the subject they teach, and we encourage students to participate alongside them. We also strongly encourage our students to create their own research topics related to their area of work or interest. By the end of this course, a good student should have completed at least one publishable body of research.
